Residential habilitation providers absorb the largest share of the July 1, 2026 rate reductions and the highest baseline staffing intensity. The coalition is collecting monthly pulse-check data from this segment through June 2027 to detect emerging stress in time for legislative response. Quarterly reporting still applies.
